The Receipt
Every summer, Canada evacuates tens of thousands of people from wildfires. Approximately 232,000 in 2023 alone [1]. This year the country put a national wildfire surge fleet in the air for the first time: ten firefighting aircraft, $316.7 million over five years, leased from May to September [2]. But the fleet runs through the same system as everything else. A province has to request the aircraft through the Canadian Interagency Forest Fire Centre before they can be committed to its fires. The public documentation reviewed for this piece does not show a mechanism for positioning these nationally funded aircraft based on forecast fire risk before that request arrives.
The United States and the European Union both have documented mechanisms for positioning shared firefighting resources ahead of the emergency request stage. This is not an argument that those systems produce better outcomes or that they could be directly transplanted to Canada. It is an observation that forecast-based pre-positioning authority is an available design, adopted by other multi-government systems, and Canada has not adopted it for its nationally funded fleet.
This is the third installment in a series documenting structural gaps in Canada’s wildfire system. The first established that no institution is accountable for whether prevention and response together are adequate. The second showed that a striking federal statistic on foreign firefighting person-days rests on a denominator the public documentation does not define. John Gradek, a McGill aviation logistics researcher writing in The Conversation Canada, independently identified the same deployment constraint from the aviation side [3]. This piece names a specific instance of what those gaps produce: national capacity without national pre-positioning authority.
Why that matters is a question of speed. In British Columbia’s interior this August, a wildfire grew from initial discovery to 5,000 hectares in under three hours [4]. At that rate, whether shared firefighting assets are already in position or waiting for a resource request is not an abstract institutional question. This piece does not claim pre-positioning would have changed the outcome of any specific fire. It documents that the system is not structured to try.
The fleet that waits
In February 2026, Ottawa committed $316.7 million over five years to lease ten firefighting aircraft and two forward attack tanker bases for the Pan-Canadian Aerial Assets Program [2]. It is Canada’s first nationally funded wildfire surge fleet. The aircraft are real and they are flying this season.
But access follows the existing model. Public Safety Canada states that “provincial and territorial wildfire agencies will follow CIFFC resource request processes” to use them [2]. CIFFC, the Canadian Interagency Forest Fire Centre, is a not-for-profit that coordinates resource sharing among federal, provincial, and territorial fire agencies. It describes itself as a “broker” with “no authority over” its member agencies [5]. CIFFC executive director Kelsey Winter was clear about what the new fleet changes and what it does not: it “will add to the existing model, not replace it” [6].
The distinction sounds technical but it is not. Pre-positioning an aircraft at a base is not the same as committing it to a fire. The surge fleet can sit at a base in a fire-prone province and still be unavailable to that province’s fires until the province requests it through CIFFC. The public documentation reviewed for this piece does not show a mechanism for committing nationally funded aircraft to a province based on forecast risk before a resource request is filed.
Canada’s Senate has pointed in this direction. The Canada on Fire report, released June 2026, recommended creating a federal coordinating office and a permanent aircraft fleet [7]. These remain recommendations, not adopted mechanisms.
Two systems that move first
In the United States, the National Interagency Fire Center positions most firefighting aircraft at airports across the country “in advance of expected wildfire activity” [8]. Under national mobilization standards, the National Interagency Coordination Center can allocate federal airtankers by positioning them in areas of current or predicted high wildfire danger, while the National Multi-Agency Coordinating Group establishes national priorities when resources are constrained [8]. California goes further: the governor pre-deploys fire engines and crews to specific counties ahead of forecast fire weather, calling it “a critical component of California’s wildfire response strategy” [9]. The U.S. still uses incident resource orders for fire-by-fire deployment. The difference is that some nationally shared resources can be repositioned before an incident request, based on forecast conditions.
In the European Union, 777 firefighters from 14 countries were strategically pre-positioned in high-risk areas across six member states for the 2026 fire season, the highest participation since the programme was added to the EU’s existing civil-protection architecture in 2022 [10]. Twenty-two firefighting aircraft and five helicopters stand ready. EU member states still request assistance when their capacity is overwhelmed. The difference is that pre-positioning occurs before the emergency request stage.
These systems are not templates for Canada. Their geography, constitutional arrangements, and fleet structures differ. Pre-positioning authority does not create additional aircraft, pilots, or suppression capacity. It redistributes what exists based on where risk is forecast. What the comparators demonstrate is narrower: that jurisdictional autonomy and forecast-based pre-positioning authority are not mutually exclusive. Other multi-government systems have both. Canada, for its nationally funded fleet, has one without the other.
What Would Change This Assessment
This piece argues that Canada’s nationally funded surge fleet operates inside a request-based system and that the public record does not show forecast-based pre-positioning authority for those assets. The following would genuinely weaken or overturn that finding:
- Documentation showing CIFFC or the PCAAP program already has authority to reposition nationally funded aircraft between jurisdictions based on forecast wildfire risk without first receiving a resource request.
- Evidence that Canadian jurisdictions already operate a standing cross-border pre-positioning mechanism comparable to those documented in the United States or European Union.
- Evidence that the resource-request mechanism does not materially affect the timing of shared-asset availability during initial attack.
- Adoption of a federal-provincial-territorial mechanism giving a national coordinating body authority to pre-position defined shared assets using agreed forecast-risk triggers.
